okay story goes: the same entity that created Gabriel also created Legion to balance it out. They're twins you could say, but one didn't really turn out that well. that would be Legion. And so his entity placed him in the hands of the mafia. He grows up as a troubled child seeing ppl killed all the time and also killing ppl himself (trained to do so)
he has black wings and every time he kills someone, his wings grow a tiny bit more red. Well, normal ppl can't see his wings. Unlike Gabriel's wings which sinless/pure ppl can see, only the demon possessed can see Legion's wings. But what happened in his teens was that someone, demon possesed was powerful enough to rip his wing off and tear it to pieces.
And inside he implanted this seed and this metal stuff shaped almost like a wing sprouted and kept growing.
so yah... explanation

Sometime later he and Gabriel meet and they see a similarity to each other , but also a major difference.
Legion is a bad boy. abused as a child, he takes it out on his cute little slave boy. He has a SLAVE CUTE BOY!!!! yes yes.. Kyou's REm cannnot touch him. NO ONE CAN!!!

alright. needless to say what they do behind closed doors and the curtains to his big bed.. xd
