In the UK, NO. In the US, NO.
In the UK section 85 of the copyright act covers "personal and private" use and that includes wedding and portrait photographs. In this instance the photographer CANNOT use publicly display the images without the permission of the person commissioning the images. (i.e. the bride and groom).
"proper" photographers will have this written into their contract which you will sign on booking. This is basically a waiver of your right to keep the images private.
In the US they have a lot more rules but basically the answer is still NO unless you (the client) have signed a bit of paper to the effect that they can use them.
The photographer retains copyright to the photos. You have only bought a copy for your own use. (bit like buying a book or DVD). You do NOT own any rights to use the images, so you cannot re-print them, copy them, put them on the www or anything else except use them for private use.
UNLESS you have a signed bit of paper from the photographer saying that you can in fact use them for x or y purpose.
