Darkness is not necessarily evil. While Evil seeks only to control and destroy, Darkness is merely at war with The Light. Both seek victory over the other, but both still follow the laws of Order. And so Darkness needs people who follow both Darkness and Order, beings who enforce their laws indescrimenately.
And so the Dark Arbiters were born.
The Dark Arbiters serve the forces of Darkness as it's police, judges, and executioners, protecting the Darkness from those who would do it harm. They wield it's power with mastery and can sense disturbances in the Darkness from nearly anywhere. Always be aware that there may be one right next to you, and you wouldn't even know it until it was too late if you're not careful.
