I believe that the platform below would best stimulate the economy as well as include a way to address the taxation of cannabis.
Example: Put a $100 Annual Tax on each plant they grow, or a $25 Quarterly Tax.
To ensure that the use of cannabis is safer, there will be a test for those who wish to use cannabis to see their maximum resistance to a specific amount of cannabis. Each person who takes this test is to pay fee of approximately $30. In this test, hearing, sight, and motor functions are tested, as well as memory. Once the test is completed, then a card is presented, stating the maximum amount of cannabis a person is aloud to carry at one time, and is aloud to grow.
As an alternative to basic food stamps or unemployment checks a person may grow, later harvested, government cannabis for various exports.
