What might be nice is instead of playing the Deficit/Bonus game, if the evil laugh granted you bonuses and enemies disadvantages.

But that is just me. I don't see why having your leader give a badass laugh would unnerve me. My minions love it when I laugh at our enemies. Gives them hope and a bit of evil glee. twisted

Well, that's true. Propose a different function for the Evil Laugh and I'll put it on the OP.
