What exactly are these for? Ive been taxing them, if you leave them alone do you make more money?

I've also noticed they seem to be 'sent' by someone... how do you do that?

if you tax them, you take half of the users money they make at your town(no they dont steal it). I always let my neighbors merchants go so they can get full price. Its always nice to do that
