Is it a location limited sponsor? I get an error when I try to do, so my guess is it is either limited location, or it just got completed really quickly as I went to try as soon as I got the alert.
If they are going to make a big deal about something, it should be available for everyone, or they need to say up front if it is not.
I understand and appreciate that some sponsors are limited by location... why microsoft is I have no idea, but if they are going to make a fuss about it (even if it is only in the dev alerts) they need to be upfront about it.

"Hey, finally something I may be able to do."
