Rules of Wishing Upon the Eternal Dragon:
Shenron, the Eternal Dragon of Earth, wishes to clarify a few things to you mere mortals if you ever manage to round up his magical balls and summon him. That way, he does not have to deal with your petty complaints and useless questioning. So here's what you all need to know when you want to summon Shenron and make wishes upon him:
- Shenron can bestow any wish as long as it does not exceed the power of his creator. What this means in practice is that Shenron can not grant wishes that physically harm anyone stronger than his creator.
- Shenron is unable to restore life to those that have died because of old age, sickness or any other natural deaths. He can, however, restore a person's youth.
- Wishes upon Shenron must be very carefully worded to get the exact effect desired. For example, wishing for youth without clarification may result in the wisher becoming a child, or wishing for someone to be brought to a world will result in them randomly being deposited on the other side of the planet instead of where they are needed.
- Shenron, like his kin, Porunga, will 3 wishes. If only one wish is made, the balls will scatter and become active after four months. If only two are made, the balls will scatter and become active after eight months. If all three wishes are made, then the balls will scatter and reactivate after a full Earth year.
- Shenron does not like granting the same wish more than once. He can do it, but there better be a lot of proper deference payed to his magnificence and power, as befits an eternal, all powerful dragon.
- Shenron counts certain wishes as being more "expensive" than others. Mass resurrections, for example, take up two of the three available wishes.
- On the subject of Mass resurrections: Shenron can resurrect a huge number of people (Entire planetary populations) only if 1) They all died due under the same circumstance. 2) Died within a year of the current summoning. 3) Have not been wished back already (This last one is more due to Shenron's preference towards not granting the same wish twice rather than a hard rule.)
- The Creator of the Dragon Balls can revoke the "one summon a year" rule. Unless stated otherwise, this rule is in effect in the RP, as it isn't Dragon Ball without functioning Dragon Balls.
- The only beings in the Galaxy Shenron respects are the only two who can directly destroy it: the God of Destruction and the creator of the Dragon Balls. Threatening or Insulting the Eternal Dragon is not advisable by any means.
- Being all powerful, Shenron is also all knowing. While he prefers to ask wishes, Shenron can also be asked any question that is beyond the knowledge of even Kais and gods, such as certain rituals to obtain godlike power. Shenron counts these questions as wishes and may, depending upon mood, only answer one before scattering the balls again, as he's an all-powerful, reality bending super dragon, and not a damn Information Desk.
- Do not discuss Negative Energy Build up around Shenron. It makes him even more irritable than he already is.
Senzu Beans
If you have payed any attention to the Dragon Ball Franchise, you know about Senzu Beans, the magical Lima beans that restore a person's health and vitality. Korin, the Cat Hermit, grows them at his tower and will give them out to the Z Fighters to help them in their battles. A senzu bean has the blended texture of an uncooked bean and raw celery and (Unsurprisingly, given who grows them) tastes like fish.
A single bean can feed a normal person for ten days, heals all wounds and recovers stamina and Ki. However, Korin only hands them out to people he likes and knows, so getting your hands on Senzu Beans means playing nice with Korin. The Cat Hermit grows a new crop of beans (Between 1-6) every week in game, so please use them sparingly.

Saiyan Biology
As major players in the RP and Dragon Ball as a whole, I suppose its best we discuss some things about Saiyans. If they are not the strongest Warriors in the Galaxy, they are the species most adept at going to war. As such, they have certain powers and abilities that need to be discussed.
Ozaru: Saiyans who have tails are able to transform into Giant monkeys. Most Saiyan adults have trained how to control themselves at least to some extent in this form.
Becoming an Ozaru requires either the full moon or the Power Ball technique. It is a physically taxing transformation and after it the Saiyan will become exhausted.
During the Transformation, however, their power level is doubled and their CS increases to reflect the change in power to represent the increased difficulty in fighting a 100ft tall, Ki beam breathing monkey.
Zenkai Saiyans who manage to recover after nearly dying in battle grow stronger. a Saiyan Character who does this gains a 2,500 point increase in their max Power Level. They lose this ability once they are capable of the Super Saiyan Transformation. However, due to the possibility of this being abused, IT WILL BE CLOSELY MONITORED. Any Increase in PL
must meet Moderator approval.
Super Saiyan To become a Super Saiyan, a Saiyan character needs to have a Combat Strength (
CS) of 11 at minimum. Furthermore, they need the proper focus or trigger to set off the transformation. The transformation comes in response to a need, not a desire, and stems from intense rage resulting from indignation or frustration. MODERATOR PERMISSION IS REQUIRED BEFORE ACHIEVING SUPER SAIYAN. Once the Super Saiyan state is achieved, then several changes occur to the Saiyan in question.
While transformed, their Power Level (PL) is multiplied by 5, their Combat Strength increasing proportionally to this new found strength. Once achieving the Super Saiyan transformation,
Saiyans no longer gain benefits from Zenkai and must train in order to improve themselves further. For the moment, no further transformations beyond Super Saiyan 1 are allowed. Half breed Super Saiyans, having better control of their emotions, are capable of becoming Super Saiyans quicker than normal Saiyans, but until I find a way to balance this ability so it isn't abused,
Half Saiyans must meet all the prerequisites normal Saiyans need to transform.
Ki Sensitivity Unlike powerful Earthlings and Namekians, Saiyans have no innate ability to sense Ki. Upon finding warriors who can demonstrate that ability, Saiyans can eventually learn how to control their own Ki and sense it in others.
Super Saiyan God A good Saiyan granted the strength of five other good hearted Saiyans or saiyan blooded beings in a ritual. While the effect is limited by duration, it allows a warrior to go toe to toe with even entire armies of Ozaru. The specifics were lost when the original practitioners were slain by their enemies. Now, the only people who have heard about it are either older generations of Saiyans (Who would only know of the results of the transformation, not how to do it) or a select few mystical beings of great wisdom and power (Shenron, Bills, Ect). Your OC won't know it or even have heard of it, but it is canon and may play a part at some point, so I'm putting it on the books. More on what it mechanically does for a character when it becomes relevant.
Namek Biology
If the Saiyans are the most important and famous Alien Species in Dragon Ball, then the Namekians certainly dominate second place. Hell we wouldn't even have Dragon Ball without the Namekians, and its high time I give some information on how they're handled in the RP. Like Saiyans, they tend to have a few unique abilities.
Regeneration As long as they have a functioning brain, Namekians can heal themselves in battle and even regenerate limbs. However, this is a considerable strain on their stamina and they can not keep doing it in the middle of battle. Once per fight, a Namekian can either regenerate half the damage they had taken in battle or regrow a limb they had lost, but they must be conscious to do it.
Water Consumption Namekians only need water to survive, but they are capable of eating food, and, if we use Piccolo as an example, it actually seems to help them grow stronger.
Castes Namekians as we know them now belong to either the
Mystic or
Warrior castes. Mystics have the ability to heal and create objects like clothes and weapons out of thin air, while Warriors gain the ability to stretch their arms and shoot electricity from their antenna. Keep this in mind when making Characters.
Fusion and Fission Namekians can fuse into one being, the resulting being sharing the memories, strengths, and powers of both halves. Both parties must settle on a body to use and both must be willing to fuse. Once fused, the host adds the power level of their absorbed partner to their own and gain that fighter's techniques. While it is relatively easy for Namekians to fuse together, it is something altogether for them to split. It takes considerable effort and time, and the resulting Namekians split the power level of the being they originate from while sharing all the same techniques and memories, though they still are two separate individuals. Furthermore, if one of the divided Namekians dies, so does his twin.
Earthling Biology
Earthlings are easily the most common race in Dragon Ball. Whether they be human or animal in appearance, the heroes and supporting cast of Dragon Ball are chock full of earthlings...primarily because Dragon Ball takes place on Earth. Its about time that Kai Seihen sized up what it is that being an Earthling means, just like the other races we've covered.
Did you say "Pudding"?
Earth has the tastiest food in the Galaxy. Bar none. Saiyans, Gods, Majin, and even Namekians eat and enjoy Earthling Cuisine. Whether something imported from another planet or a home grown recipe, Earthlings will find a way to make it tasty. Earthlings can pick one recipe or dish as their specialty. In addition, in the event of a cook off, they get a +1 to their d20 rolls when competing against Alien Chefs. While it may appear to be a useless ability, the clever Earthling may be able to subdue a much stronger opponent through culinary skill.
Karate Bums
Most Earthlings of any significant power level have martial arts training, meaning they have studied how to properly throw a punch, how best to inflict damage, and have meditated on the inner workings of their own body and the flow of their Ki, which is at odds with most Alien Super beings who are just undisciplined brawlers. Furthermore, as Earth has no singularly dominant culture, this manifests in Martial Arts styles and techniques that end up being quite imaginative and unique. Therefore, Earthlings start off with one extra special attack of their devising, which reflects their study of Martial Arts.
Hidden Potential
Unlike Saiyans, Earthlings don't get more powerful through nearly getting killed. They get more powerful through training. Repetition and exercise do much more for Earthlings. All training for Earthlings is 1.5x more effective.
Ki Awareness
Any Earthling who knows how to use Ki and can knows how to sense Ki, unlike most of the Dragon Ball Races save for Namekians.
Korudo-zoku Biology
The Cold Race are an ultra rare species of powerful ki-using creatures of mysterious origin. The true name of their race and homeworld are unknown, with the most famous members being the family of King Cold. In some galactic circles they have used their incredible power to rise to positions of great prominence, with vast swaths of territory under their control. Cruel, ambitious, and sadistic on average, it is a mystery as to why these creatures haven't conquered the entire galaxy. Some say the Galactic Patrolmen keep them in line. Others say they fear provoking a Great God of Destruction. And some claim that there is this little blue planet in the Galactic sticks that just keeps screwing up their plans. Chances are, no one will ever know the entire truth about the Cold Race.
Durability Korudo-zoku can take insane amounts of damage, surviving fights where they lose upwards of 70% of their body, albeit requiring extensive cybernetics afterwards. Usually the only way to really kill them is to chop them up to very tiny pieces, blow them completely away, or chuck them into a sun. This does not mean they can not be defeated in battle, however. Any Korudo-zoku character who takes an ordinarily fatal amount of damage may roll a 10 sided dice. If they roll 6 or lower, they live to fight another day and may opt to take cybernetics.
Cold Cybernetics: Korudo-zoku cybernetics are highly advanced, granting greater combat capability to a Korudo-zoku who would otherwise be incapacitated for the rest of their long existance. A Korudo-zoku who has suffered life-threatening amounts of damage (By their standards) can opt to be turned into a cyborg. This grants a 10,000 PL bump to their power level for every 25% of their body given over to cybernetics. However, they lose the ability to gain power levels by training and can no longer transform or develop new transformations and powers. Cold Cybernetics can not be hacked wirelessly and are generally not affected by Electromagnetic pulses.
We get it! You're from space! Korudo-zoku are astoundingly tough creatures. They can withstand the vacuum of space, they do not need to breath, and are immune to the effects of radiation. They also can go for long periods of time without food or water, though they still require such sustenance to function. They also have a thing for flying saucer shaped space ships, hoverchairs, and for minions with laser guns, the latter being highly expendable. It is unknown to what effect the music of Slim Whitman has on them, however.
Transformation Korudo-zoku are incredibly powerful beings, but must contain that power through transformation, having a number of different forms to keep their immense power from overwhelming them. As a rule, Korudo-zoku usually have at least one other form they can transform into, usually a stronger form that has more powerful attacks. They can not power up or control their Ki Like Namekians and Earthlings and so can not power up to their max PL until they transform.
Ki Sensitivity Korudo-zoku must learn how to sense Ki, as they have no innate ability to detect it on their own. This is normally something that must be taught and usually can not be learned on their own, and very few Korudo-zoku have the patience for that.
Makyan Biology
The violent spawn of the Makyo Star, the Makyans are a race of demon like monsters, some who have taken residence in the dark places of Earth, become space pirates, or have gained positions in the Celestial Bureaucracy of the Kais. These creatures come in a variety of colors and sizes but are recognizable for their pointed ears, fangs, and Their most famous member is Garlic Jr and his minions.
Ken Kōgeki Makyans, being violent jerks, like fighting and are usually ready to mess someone up. So much so that they can hide weapons in their bodies and pull them out to surprise unarmed foes. A Makyan can store either one two-handed melee weapon or two one handed melee weapons via the Ken Kōgeki technique. Makyans usually prefer curved swords like scimitars.
Energy Web Shot Makyans can fire red spiderlike webs from their fingers that can bind and trap foes and even strangle resisting opponents. Usually more effective as a group technique.
Super Form All Makyans have a super form that they can transform into when things get serious. This form increases a Makyan's muscle mass and size and their PL increases by half their normal PL, increasing CS if the new PL is high enough.
Power of the Makyo Star The Makyans derive great power from their Rogue Planet homeworld. If the Makyo Star is shining in the sky, all Makyans get a bump to their PL equal to half their current PL. This stacks with the increase granted by their superform, making a superform Makyan bathed in the light of their star a very dangerous opponent. For this to work, however, someone's going to have to wish back the Makyo star....
Majin Biology
Not to be confused with those under a Majin curse, the race that call themselves Majin are the products of one Mad Wizard's attempt to alchemically create the perfect warrior and having it blow up completely in his face. As they do not come into their own as a people until hundreds of years after the current date, it's fair to say that those rare few encountered are curious time travelers, finding themselves in this timeline by fortune, fate or intention. Simple, gregarious and usually pink, they come in a variety of shapes and sizes and can be either male or female, though they are capable of asexual reproduction.
Mr. Buu's Babies
Contrary to what most would think, the Majin race DO NOT have all the powers and abilities of the monster Majin Buu. They are the offspring not of Majin Buu, but Mr. Buu, who is a goodly, jolly creature and far weaker than what he was when consumed by evil. The powers and abilities of the race will be explained below.
Bubble Gum Men
Being creatures of Alchemical and unnatural origin, Majin physiology is rather bizarre. They are, in essence, sapient creatures made of a magical polymer goo reminiscent of bubblegum. They have no bones, no organs, and no blood, and can rearrange their form and shape, usually for comedic purposes. Given their makeup, they are tough opponents, being durable and possessing an alien agility. They can even stretch their limbs to a degree. Despite their resiliance, they can still be beaten into a pile of pink goo with enough force and are far fro indestructible.
How do you kill this thing?!
Majin, given time, can naturally regenerate from any wound they receive. With training they can increase the speed of their regeneration, but generally in a few days they can recover from most serious damage, even regrowing limbs with the ease of a Namekian.
Magical Monsters
Owing to their unusual origin, the Majin have a rather strange relationship with Magic. They have a resistance to mind control but are more effected my magical attacks than normal beings. They also have a resistance to Magical means of healing, owing to their own inborn regeneration. Sensu Beans have no effect on them and healing magic heals them less than most other races. On the flip side, they take well to magic and can be accomplished wizards and witches. Training to learn new powers takes half the training time for them when their teacher is a magical character.
Buu Hungry...
Majin, while having no bones, organs or the like to keep them alive, are still very much living beings. They need to eat, breathe and sleep like normal people, especially eat as eating speeds up the effects of their regeneration ability. And of all foods, Majin love the taste of sweet things. The sweet tooth of a majin could give a Saiyan a diabetic fit, and it is sugary foods that enable them to regenerate their stamina and heal their wounds the quickest.
Training and Getting Stronger
Training is a staple of Dragon Ball and Dragon Ball Z. Fighters frequently have to work their asses off to get better in order to win tournaments and battle galactic evils. In order for a fighter to get better, he must train. In game terms, a player must make their Character train through a series of posts.
For each quality post of training, a Character gets an increase to their PL equivalent to 100. Note however that training is more than just lazily trading blows with an opponent and sparing. If all you do is spar, then you will not improve. You must exercise, hone reflexes, practice your moves through repetition, and strain both your muscles and your mind. Superior training methods, such as training under an acknowledged Martial Arts Master, grant a 200 bonus per post, but such things require Moderator approval.
Another way to improve yourself is to seek out constant battle. Fighting in big events, such as the Battle of West City or the Battle for Central City, award participants with an increase to their power level of at least 1000, with the official number being announced by me in the OoC after the dust has settled or a clear winner has been determined.
Fighting stronger or numerically superior foes also increases strength. The Z Fighters constantly get stronger with every battle, and this increase reflects that. Depending on the nature and quality of the fight, I may award a PL increase of 500 or more.
