Coding Help? CCS buggered... I think

Hey guys so I have been working on making my own CCS coding for my profile. I've gotten so far and for the most part it is working fine. But there is one HUGE problem I'm having. for some reason when I try to move the individual panels it moves the whole column and it also duplicates it. =/ It's not letting me move things exactly where I want them and it's frustrating me >.<
Anyways the coding is in the spoiler if anyone would be willing to give my some Ideas as to where I am going wrong I'd really appreciate it!

I use google chrome usually but because I know that it messes stuff up I have been using explorer when editing***
I don't know if its a gaia glitch or I just wrote something dumb =/

It's Gaia's fault. Not much you can do, just make sure you're grabbing the panel and not the column. I have yet to have a significant issue with this in Firefox (still possible, but for the most part in the clear).
