why are the contestants being chosen randomly?

shouldnt the winners be based on what they actually did?
not just because they entered?

i know i sound kind of like a p***k here... but if the contest is about decorations, shouldnt the winners be picked based on how they apply decorations instead of just randomly assigning winners?
