He snuck him into UNS2. Doesn't look exactly like him but I wouldn't be surprised if he based his design off of him.

I read an interesting idea online that the new villain was in Naruto 687 page 6 (I didn't notice this when I read the chapter, but if you look closely there's a figure in the background who is watching the battle but isn't referenced again). Could this be that new guy?
