Hello, I'm not sure. It up to the developer to decided. I doubt they doubt Eon in the wild since in a Purchase but who knows. Tho Birdrodent and Cherubis now available in the Skyshop.

2 hours and still no mona or vampiron

Vampiron and Mona are too stubborn to appear but they are there. Checked.
This similar to the Easter event last year. It took over 45 minutes or whole hour to spotted a Moga.
These are purchase Mogas we're finding now and so it going take time and patient.
Keep camping there, even if it take hours it will appear. Don't give up.
