It has everything to do with jeans and the Pants Lobby! There's a concerted effort to limit jean pockets to under four. Why? Isn't it obvious? Those who has the most pockets will control the world! >8V

Also, most jeans have five pockets, not four. You're forgetting the 'key' pocket thats inside the front right pocket. Most jeans have that one anyways.

Mine have an extra pocket on my right thigh. its the perfect size to keep a pack of cigarettes in. Which is what I use it for.

Maybe in your region in modern times, but it was originally designed for frontiersman, and child sized jeans came about half a century after jeans came to popularity, so doesn't reaaally check out historically. Apparently the original purpose was for pocket watches.
The official industry name for that pocket is a "watch pocket" but in my region growing up they were called condom pockets.
