Ah if unbalanced mods are the trouble try watching stuff fro Gophersvids. He has a show called "Skyrim Mod Sanctuary." Basically he covers mods that may enhance the gameplay but still keep to the skyrim lore. One was improved magic which fixed the restoration and destruction trees with the ability to sort of level off with the leveling so you didn't get stuck with only semi effective spells that were unusable due to reaching a level beyond a fair damage to enemy HP ratio. Also he covered the dwarven weapon mod and a mod that added thinner swords and buckler shields for those that enjoy sort of a swash buckling hero. But generally he tends to focus more on the aesthetics of the game and one mod REALLY makes the game look amazing that he just covered.
Only about 2% of all mods are unbalanced, all of the best mods on Skyrimnexus are either aesthetics or animation related
Go on the website, unless you actually search for it, the top endorsed mods will very rarely have anything that is remotely unbalanced.
I'm not much for crazy over the top look enhancements unless they can fit the theme of the game. like the picture you pasted has a nice look but at the same time she looks out of place to me. A bit to much bright and shiny to her. Skyrim is a harsh land. I don't mind the characters style right now however the smoothness of the texture layering could really go for a boost.
And gopher understands this and tries presenting mods that flow with the intention of flowing with the creators intention. He covers a fair amount of mods that add style to the game however he does bring out those special additive mods that bring a new mechanic to the game. Or maybe expand upon certain mechanics like the horse carriage mod. For the most part it works splendidly with the major issue being the problem with third person camera and the wagon itself just sorta sliding around. It's the mods that add subtle enhancements that tend to be some of the better mods in my opinion. I really wish I could ask for a mod setup like gophers his mod playthrough looks very interesting.

About half of them are lore-friendly, some of them you can make of what you want.

You're saying this like there's only a few modders that do this, there's a couple million on skyrimnexus alone, if you you knew how to mod, (and yes, I am using a deductive argument) you wouldn't be saying any of this because there's enough of any categeory of this stuff for everyone.
You can turn it into a realistic survival hell, you can put even more castles and monsters and crap relating to lore, you can be hatsune miku with cybertron as the moon, there's so many mods to choose from it would be unwise to assume that there isn't enough of a certain type of mod, because there always will be.
Also, you can't
mod as in "add anything new" that isn't already in the game for the 360, What might seem as "new locations" are really just using built-in textures and models from the creation kit and anything you can do with console commands. No new textures, animations, mechanics or otherwise can be employed into the game without some sort of actual disc content data re-writing. You can use any of the "mods" that are able to be processed within the limits of the disc, you can't put new things in it, but you can make things out of what is already available.
