I am going to say Clavicus Vile. Specifically, the skyrim version. He's so cute and funny in the way he talks, the way he happily talks about killing people!
The oblivion uni-man-baby is just too creepy! But apparently, over the 200 years, he thought so too. Or maybe he got sick of being short. xp

Of course, a VERY close second is Sheogorath. Specifically, the Shivering Isle version, with that lovely Scottish accent!

Because Hircine isn't a Deadric Prince. Or rather, none of the other Princes refer to him as a Prince but rather Master of the Hunt. Only mortals refer to him as a Deadric Prince.
