Towns 2 > Request to landlord> Landlord unable to accept.

So every other person i've invited to join my neighborhood in towns two
i've been able to accept their requests to place their houses.
I still have two spots available, but for some reason the request i have now
refuses to actually accept. It'll say it's been accepted but it won't actually accept it.
How can I fix this??
