Strangely Light Student H is Senjogahara Hitagi from Bakemonogatari. During her arc she lost all her weight and is strangely light. She also for some reason carries around office supplies and wields them as weapons. The office supplies falling out of her skirt is from a scene in the anime.

The CI pet is also a parody of Monokuma from Super Danganronpa.

Well, I'm assuming H stands for Hitagi and all the other points show that it was her. Ace Attorney does also reference anime and other games, so it wouldn't be that surprising if that scene for Scuttlebutt was inspired by Senjogahara. Bakemonogatari is one of the highest selling anime in Japan of all time, so it's extremely well known.
