I get it.

Here is what I think.

Gambino spent all his money on Dope, so he made the tower out of cardboard.
When a soft breeze blew, the tower fell. Since the building was cardboard no buildings were harmed, and the pot was spread to where the tower fell. Potheads were drawn to the weed, and they are smoking it. Thats why the dust, IE smoke, is still there after so many days.

Then why is the Von Helson mansion destroyed????
