Hamburg steak (The main ingredient in a hamburger) was invented in Hamburg , the idea of putting meat in between 2 slices of bread was invented by the earl of Sandwich (in England) , and the Burger was popularized in the USA by a variety of vendors and it is disputed who decided to call their Hamburg steak sandwich a hamburger first.

So there is no clear origin for the hamburger as many nations can claim a role in it's invention.
