False, Smeagol was a hobbit-like creature - a stoor, to be precise.

A Stoor is a type of hobbit. Similar to how there are races of men, so also are there those of hobbits (Or were, originally. They eventually all bred together.). Harfoots, Fallowhides, and Stoors.
