So two questions. I'm only barely into season 4, mind you, but I have questions that I cannot find answers to.

First: Do you think The Hosts (from the Titanic episode) ever return? Any speculation as to what happened to them? Because once they busted through the ceiling to get the Doctor to the bridge, they aren't shown or mentioned again.

Second: The Master seems to not have a Tardis. It is not mentioned that he has one, and he steals the Doctor's instead of using his own. Why is this? Was it destroyed in the war? Did he just never have one?

Over the years the Master has had many TARDISes; he goes through them like he does regenerations. They've appeared across media, although less in the show than in the novels. There are various possibilities:

1) The Master's TARDIS was confiscated by the Time Lords before the Time War.
2) The Master's TARDIS was destroyed by the Daleks.
3) The Master never got a new TARDIS after he was placed inside the Matrix.
4) The Master's TARDIS still exists somewhere at the end of the universe and was used to transport him there by the High Council.

Space Werewolf

We don't know how the Master got to the end of the universe; he says only that he "ran away" from the War. He may have used a TARDIS, not necessarily one we've previously seen in the old series, or it could have been a one-way trip with something else. We also don't know at which point, exactly, he used the chameleon device, or how he ended up with the last population of humans.

If he did use a TARDIS, and stumbled out without a human-form minder (like the Doctor had with Martha or Benny), then it's probably still out there waiting for him to return/summon it back.
As for the Host, they probably got taken back to Sto for repairs, but what happened to them after that is anybody's guess. Still, it wouldn't be the first time something has appeared in one story and then not been featured or mentioned again. There's even a documentary on the DVD release of the First Doctor story "The Ark" which looks at some of these "one hit wonders".
