Stylewise, it looks nice except for two things that I noticed:

• Your Frame/iFrame has horizontal scroll. Is there a way to fix that? Because it is a bit annoying.
  
• Your top logo doesn't blend well with the orange. Is it possible to add a border to it and get it flush centered with your content part of the page?

So far, it looks nice. I would run some more tests, but I don't have my tools yet (Just reinstalled GNU...)

I dont like the banner. mostly im not a fan of people using non original art in banners. It makes them look tacky.
I wish you would use blue to compliment the orange rather than green. thats why they call blue an green "complimentery colours.
I would like to try and help you with your site.

my very badly designed random site, i had to start all over again after my old host just suddenly stopped existing without any warnings, please, pm me and suggest a colour scheme as the current one is so bad.

-When the text size is not normal, the links don't fit on their background image right.
-some dead links.
-The repeating banner image in http://www.rilet.com/design/ is a bit iffy.

In general, the less the difference between background and text, the less jarring it is. If you use different colors, like red and black, that's a big difference and it makes my eyes yell at me. Actually, vibrant colors in general tend to be jarring.
Anyway, black and white is the standard thing to use. Personally, I find that white on gray is the easiest to read.
Anyway, I'm getting lots of annoying popups from the site; maybe it's something about my browser. Hmm.

After loads of layout changes i've chosen a simple clean layout, some people will not appreciate it, find it boring, but hey, its clean smile
