My friend is having problems with Chrome.
I am going to copy and paste exactly what he told me, and my responses.
So, if anyone could help, that'd be great.

And it spins and spins, the loading icon until that little image of a folder pops up and says everything is frozen and asks if I want to kill the pages or wait. No matter what I do, it locks up.

Well for certain your friend wont need to reformat ther hard disc because of a browser problem.. Chrom seems to be having a lot of issues recently for a lot of people On linux and windows..

If as you say it all works OK on IE then the problem is Chrome Browser.. the flash part of chrome is an issue with some as it uses its own version (Pepperflash) which seems to have a few odd things happen on flash based things..

Try using a different Browser.. Fire fox probably would be the first most say.... I am using a Lighter version of FF called "Palemoon" which is lighter on resources than full FF Palemoon Browser

but there are a lot of browsers for Windows

Reformatting Discs is rarely needed

As stated before, reformatting your hard disk is usually the last resort.

I'm going to assume he uses Windows right?

If he does, there could be a compatibility issue with any outdated software that's causing chrome to hang.

Tell him to type chrome://conflicts in the URL bar. If anything pops up, he needs to update those programs.

Chrome did that to me so much in the past, I stopped using it.
