The problem I'm having is how to make it display 00 when it's over 60

That's easy.

Drive the display with a pair of 4511's or something similar. Your high-order digit requires only 3 bits, so when it's at 0101 and you add 1 to it, instead of asserting 0110, assert 0000 and go from there. Exactly the same as you would assert 0000 when the low-order digit passes 1001 instead of continuing to 1010.

Exactly the same as you would assert 0000 when the low-order digit passes 1001 instead of continuing to 1010.
