Is there anything you can do if you notice blatant downvote spamming other than delete your entry? By that, I mean you can compare the changes in your score to the number of votes and be able to what's happening with your entry. I noticed a really heavy pattern like that (20+ votes and continuing which is a lot for the first day considering my weekly vote count is usually around 100) and removed my entry for this week. Whoever was doing it was really blatantly trying to push my average to a 1.
Sadly - unless you actually know who was doing it and have evidence (ie forum posts or PMs) then there is nothing you can do. The system does not log votes by IP address.
What if one has screenshot evidence of someone stating that they were downvoting someone's entry? I have a screenshot of someone stating that they were downvoting the hell out of someone's entry.

As you can see in the screenshot, the comment is very recent.
It would be better if you could get the comment reported, screenshots can be sent to a moderator but they may be unable to do anything because (as we all know) screenshots can be doctored. A reported comment (note the report number) and then PM a mod with the report number, then that is evidence that is irrefutable.
If it's in a guild, just link the guild thread/post in a PM to a moderator.
