FP for sure. She can make things go ablaze! PB is cool and is super smart and can make inventions and what not, but she's made of candy.

In a fight?

FP for sure. She's... well.... fire. Pure combustible energy. PB is made entirely out of gum and related material, so FP would only have to flare up a bit and PB melts on the spot. She might be able to invent some long-distance weapon but... in the end FP has both speed AND power on her side.
