Kind of. Or there could just be another page specially for announcements. I mean, like not in the forums, but a separate page with a tab separating cash sales, limited items, events, and such. Or they can add another section to "My Gaia". Just so it won't stuff the little bubble with announcements. Then you can choose which announcement to look at, and which one to delete.
Maybe I should draw a little picture later...
