Yeah, this account is for Teh Happy Bunnie Charity ran by .+[Happy Bunnie]+.It really isn't used any more for that purpose, though.
So, for now on, it's used for testing layouts.
And no, I won't make one for you unless I already like you.

but before you were able to pay for your signature to get it back if it got disabled, her signature got permanetly disabled, so switched accounts with her already charity accounts.
