To open up a monthly collectible letter, you first have to wait until the letter is unlocked.
They usually unlock in the middle of the month, there will be an announcement saying so.
Then go to your inventory and click on the letter.
Then select which item you want to receive from the letter.
There's 2 items per letter and you can ONLY select one.
