Kaito is a VOCALOID: a computerized, musical and singing synthesizing program. Each Vocaloid has their own personality that is more or less fanon made and seen as semi-canon by the official developers but this still does not stop people with the VOCALOID software to make their own storyline and songs and personalities for the VOCALOIDs.
So when it comes right down to it a VOCALOID's personality is what its Master (the person at the computer) makes it or they can just choose extend upon the actual personality to fit their own needs. But it is more or less common knowledge that a VOCALOID isn't a heartless machine. They all are able to feel emotions - may it be love, joy, sadness, or even jealousy. They are also fully capable of eating and sleep too. The only real difference between Kaito and a real person is that he was programmed to be an entertainer and entertain he does.
With Kaito his initial personality kind of fits the stereotype of the lovable idiot. So, more or less, he's not the brightest crayon in the box but he can be rather sharp every now and then. He's a happy kind of a guy who's quick to smile and tries his best to always look on the brighter side of things; especially when it comes to the entertainment business. Because once upon a time ago Kaito had not been getting too much attention, unlike his fellow VOCALOID family, and it was all thanks to a request from Miku Hatsune, which was followed up by his own response back to her, that got him to become just a little more popular with others. It also was the debut of his character item being recognized as ice cream.
