sometimes, a course has easier or harder subject matter than normal.
so a straight percentile grade doesn't result in fair grades (i.e., the test is so hard the best grade would be a 76%. or, the test was so easy, everyone got an A or B)
I think the way my professor explained it was along the lines of "some things you need a better understanding than just 60% to pass" or whatever. (getting most of the information right isn't enough for some things in life. some BS like that)

it takes minutes to reach my flag. xd

yeah, bell curve grading sucks.
instead of your grade being say, an 82%, your grade becomes where an 82% falls along a curve distribution. the best score gets a 100%, the next a 96, etc.
I had one professor who graded her exams on a variant bell curve. highest grade set the 100%, then a percentile based on that score set the rest. confusing stuff. x.x
