Ok to get the jacket, you have to go back through the Announcements and find the one that says something with Mtv. You click on it and in the annocencement, there should be a link to get a free item. You have to go there, (which is kind of like towns, but in a city) and you talk to the guy. The guy will tell you what to do and then you should get it.
