But if you add a certain code to your comments section, then you can make a scrollbar appear no matter how many comments are on your page currently.

Not in this layout. The bottom of the layout goes down so far and has that empty space so that the comments can spread out. It should have enough room for 10 comments, but I worried about that in the case that somebody posts a long one. :/
