Well I'm not so sure about that type of shine, but an alternate could be to use the dodge tool.

Yeah I do know what you mean... but I can't think of anything that could make that kind of highlight.... *thinks harder* Are you sure that was made in photoshop? That could have been some type of Paint Shop Pro technique.

xP and ive seen pictures done in photoshop with the same kind of shine or something really simular,....

the might have use a much bigger/softer dodge right in front of the bangs and then the smaller line through the front. otherwise I really don't know. neutral
also they might have used different colors for the front of the hair than in the back to create that look....
