I ofcourse say myself. The Reason is cause he dosent Act Pervy hehe Dosent mean hes not. The True Jirya was pervy but most of the time he just used it to hide hsi greatness. And right now Kakaharu isnt pervy cause hes on a mission to watch the Tsuichikage he cant be pervy with her i mean really i dotn want to get killed.

On a scale of 1-10 Jiraiya would be an 11,
Kakaharu only rates at 10.
Hijima, is about a 9.
This facotrs in ability as well as pervy ness.
Hijima is only that high because of his pervy-ness, not because of his strength, whereas Jiraiya and Kakaharu are evnly balanced. lol.
