The city functions like a large war machine. Its main purpose is to house and protect humans, while building massive devices of destruction to be used against supers. The city is patroled day and night by SEU-A6 units as well as conscripted AoH soldiers. This city is also surrounded by a wall similar to the AoH military stronghold. Anyone who enters the city is thoroughly scanned for powers. If any trace of power is found the empowered person will be either sent to the containment facility, where they are examined, drained of pure energy, interogated, and experimented on or sold into slavery if not fit for experimentation or draining of pure energy.

To recieve permission to live in the city at least one member of a household must serve a year in the AoH forces, or working in one of the AoH facilities.

This City is run by a council made up of General Coyl, Security Commander Grant, Dr. O'Brian (most brilliant scientist) and Dr. Trace M.D. (most experianced and practiced doctor) and a President voted in by the people of the city.



The Ruins of New Phoenix rubble litters the streets along with the bodies of many fallen soldiers. A few building are intact most either crumbled under artillery fire or are only partially standing. The City is infested with snakes particularly Vipers and a low hanging mist.
Of the few building left standing is the Pure Energy Plant many many supers found imprisonment and death here as their power was drained painfully from them.

Kathen entered Phoenix city carrying two dog tags in his right hand. He looked down at them and shook his head, reading their addresses, and then headed off towards the houses specified with a depressed look on his face. They were young and foolish...it's a shame they died the way they did, but at least nobody else suffered because of their actions.

Ah, Phoenix... A.C. reminiced. Not quite a home, but when your home is destroyed by supers... or taken over, whatever... this is a decent substitute, I suppose.

A.C., as she did everywhere, skulked and snuck through the shadows and alleyways, up roofs and underground where she could, following the streets but not sticking to them, by any means. She spotted Kathen.

Ah, the young cop returns... With dog tags. She sighed, and unlike in other places she did not hide it, silence it so it echoes only inside her. New Pheonix was a bit safer than that, and no one here was out to kill her. A safe haven, as it were. But not for him, so much, I think.

She felt eminently sorry for the man whose job it was to tell families about their lost members. She dropped down into the street, a rare act on her part, to try and console him.

Kathen continued to walk through the streets of Phoenix, looking for the houses. He noticed a girl approaching him, and could barely recognize her. He looked away and continued to search, his mind wandering on what to say to their families.

"Try, 'They were brave,'" A.C. called to him gently, guessing what his mind was on. "I know you don't know me, but... I know you, if you know what I mean. I thought you might like some company."

((And 20 is what we call a young woman, these days, not a girl. confused *is 20*))

Kathen looked up to the GIRL ( rofl ) and nodded. "Yeah...I was thinking something along those lines." He smiled and nodded. "Thanks. It's always hard to do this, especially when you were supposed to protect them..." He shook his head again and sighed as he walked.

A group of SEUs pass by Kathen their mechanical eyes glow as they scan him Identifying he is not a super. They do the same to A.C. their scans turn up no super qualities about her either. So they move on they stop a slave and all four halt her and raise their rifle till the lead robot identifies her slave collar. they all lower their weapons and continue on their patrol route leaving the now very frightened super with watery eyes.

Minerva walked into new pheonix, a small backpack over her shoulder, wearing her usual green canvas jacket. She eyed Kathen and AC ahead of her, but her attention was quickly moved to the slave girl as she was frightened by the SEUs. She kept back her desire to defend the kid, knowing it would get them both killed in the long run.

Her purpose after all, wasn't to save slaves, it was to spy, as one of the few who could pass the power scan with ease, the resistance depended on her to get what information she could.

A.C. eyed Minerva without turning to look at her. A mere government gopher back when Minerva had held her customs job at the City gates, A.C. remembered her as a disgruntled soldier who didn't care to be without her gun. When a silly rule forced A.C. to go through customs to get her own apartment, even though she'd lived in the City all her life, it had been Minerva behind the desk. A.C. had babbled inanities about her own life at the time, how sympathetic she was towards Minerva, other things to get a conversation started and make it all a little more pleasant for them both, but had received little response. None, actually, although she noted the woman's romantic relations with a man nearby and a tendency to not look at forms too carefully. A.C. wondered how many of the invading supers had entered on Minerva's watch.

She also happened to know that Minerva was not a member of the AoH, and that she lived in Krovh, not New Pheonix.

But all A.C. did was talk and walk with Kathen. "I know," she said. "But sometimes... sometimes it's all you can do just to find their tags afterwards. After all, they volunteered, and there's only so much you can protect a protector. They decided the sacrifice was worth it ahead of time, and all you can do for their families to try to make them understand, if they don't already. And let them know not to set that extra place at the table, to honor their lost ones as fallen heroes. It is a cold comfort, but it loses its chill and merely becomes family history after a few years."

Kathen nodded and smiled. "That's true I guess. I just hate the way that they look at me when they see me standing there without their children." He looked to A.C. and then to a road to his right. "Thanks for walking with me. This is where the two lived. I'll do this alone." He said as he smiled. "I'll see you around." With that, he left her.

She stood there a moment, watching him, then fell back into the shadows and roofs, still watching. After a moment, once she saw the door open, A.C. left Kathen, too.

The same group of SEU's scan over Minerva finding their scan to be inconclusive they move on.
