Both stationary bikes and steppers are cardio meaning they burn fat thourgh using the large muscles and elevating your breathing. Since you can't spot lose you have to do cardio to burn fat all over and working out with either burns fat all over.
Both bikes and steppers concentrate on your legs and will fire up the thighs especially. The stepper will work your butt more (unless you don't sit on the bike then you also get more glute action in your workout).
I don't really like steppers because they are harder to do for longer periods of time and to lose the rec is 30-60 minutes at a moderately intense pace most days of the week. I only do the stepper if I'm doing circuits. When I move from exercise to exercise.
Basically do what you like! Any moderately intense to intense cardiovascular workout you do for at least 30 minutes is great. 3nodding
Have fun and good luck!
