i think you should try not to use so much brown in her skin. brown can often make white skin look like they have a really bad tan. in the painting, you made her eyes too big, but the main problem is that the angle of the head is different in the painting than in the photo. in the photo, she has her head tilted up slightly, but in your painting, the head is tilted down. i think that's why it looks like of weird. i know you're not finished yet, but i will also suggest adding highlights in her skin, and making her lips more pink. i don't think the angle of the face is fixable at this point. i guess just don't worry about it.

I agree with dirty sox. My most common mistake is drawing different angles of the face in the same picture. crying
The nostrils seems like they reach upper lip, how should I say... Like this n n instead of 0 0 See no skin at the bottom of the hole.
Then I think her lips and area around her mouth should stick out more.
And he left (our right) eye should'nt be that much elips shaped/pointy cause it's from the side. Her forhead is also too round/sticks out too much.
I also think the face is too long and that you cut of the back os her head.
Hope you understand my poor explanation and that I could be of any help. heart

he looks like the young sebastian bach xD<3
but yeah, the most crucial was already mentioned - which is the back of the head being flat from the initial sketch you were already digging yourself in a hole in a sketch you should always lay out allthe shadows and be 100% sure the proportions are as best as you could get them
these are some small proportional errors i found: -the mouth is too low on the face, it makes the chin look to short -the place on the right side of the face where the brow extends should be more prominant -the eyes are too large and 'fish-shaped' -you're trying to make up things that aren't in the original reference to make the image more understandable, which you should never do the reference is very blurry and small to begin with, maybe you should have worked with a better photo (:
besides proportions: -the colors are off + way too 'from the tube', but at least you didn't use pure yellow for the hair i never recomend anyone use colors straight from the tube, it always looks bad. the background, for example, could look better if you mixed blue with another color - even if it's just a little violet or green.
