Let's see...Miroku(Inuyasha) has mostly been rubbing the butts of women and asking them to bear their child. In battle he has that hellhole in his hand and a great fighter.
Jiraya(Naruto) has an excuse for "gathering data," for peeking in womens' baths and mostly interested in pretty girls. In some episodes, he trains with Naruto.
Master Roshi(DB/Z/GT) mostly looks at porn, boobs, panties, and doing other lecherous things. He is the person who invented the Kamehameha and trained Goku, Krillin, Tien,Chatsu(sp?), and Launch(Not really, because you know how much how Master Roshi likes pretty girls.)
Anyone has a choice between these:In battle, most lecherous, or both.
I would choose Master Roshi as the most lecherous characher because he looks at so many women, they slap him.

hmmm well... the only one who ever TOUCHES the women is miroku. he wins as being top leacher.
in battle miroku has the win tunnel that can "eat" any ki blast from roshie and the ninja's shiurken(sp please)

Roshi blew up the moon and ran a 100 meter dash in 5 seconds flat. Nobody else listed compares to that.
In a perv contest, Roshi takes that as well. The number of times he has sneaked up and stared at Bulma and Launch are countless. Not to mention the number of over-suggestive comments he has made to them xd

Saiyan Master Vegeta Roshi blew up the moon and ran a 100 meter dash in 5 seconds flat. Nobody else listed compares to that. In a perv contest, Roshi takes that as well. The number of times he has sneaked up and stared at Bulma and Launch are countless. Not to mention the number of over-suggestive comments he has made to them xd so far roshi wins in the stareing contest xd miroku feels up the woman also a countless amount of times same with the comments (but its the same one almost all the time.......) the roshi speed is impressive to non dbz but he cant outrun a blackhole (I.E: wind tunnel and what does I.E mean????) the blowing up the moon also took alot out of him

Dont forget how much faster and stronger Master Roshi is than Miroku, im not even sure he would need the Kamehameha wave. Very true, a chop to the back of his neck would more than suffice. Or he could use his Sleepy Boy attack and hypnotize him for fun.

He could barely manage to deflect a single blast from Ryukotsusei, and that blast had much less energy than the energy needed to destroy a moon.

Easily. People way weaker than Roshi have resisted it's pull. With greater speed and strength than those people, Roshi clearly escapes it's pull.
And what makes you think that Miroku will even get the chance to use the wind tunnel when Roshi could use his speed to his advantage and knock him out from behind?
