Personality: Kai is an eccentric child with a huge imagination and a little too much enabling on behalf of his parents. He is loud and energetic and frequently misquoting popular sayings/phrases. He also gives things unnecessary acronyms but immediately explains them afterwards, negating the purpose of an acronym to begin with. These quirks aside, Kai is one of the most trusting kids you'll ever find, and he's naive enough to believe that everyone can be good and everyone wants to be good. He writes a lot of poetry and dreams of being a rapper one day, even if his parents have put him through the ninja academy in the hopes of wasting his excess energy and maturing him.

Biography: Kai had a healthy childhood, born to two loving parents who insisted on never fighting in front of their kid. Kai received lots of attention and validation growing up, leaving him to be a loud child who never felt invalidated or ashamed. Kai only ever struggled with his own chatterbox and his frequent lapses in attention. He worked alongside Doctor Makino and did the missions he was prescribed in order to earn a promotion to Chunin rank. The day of, Kai came home to tell his mom the good news and found his older brother dead. The event was incredibly traumatic for the healer who could not save him. From ages 12-17, as a new Chunin, Kai spent his time studying pharmacology and toxicology almost obsessively, though he outwardly appeared to be very much the same Kai - loud, rapping, excitable.

▰▰▰ CLASSES AND STATS

First Class: Performer → Grand Illustrator: Performance can be more than just making a song or moving to beats. It is about telling a story that fills the imagination and inspires people. More than just simple bards, those of this discipline do not just recite limerick and spread history; no, characters of this discipline create history all their own, spreading tales of fantasy and adventure that embody the oldest and noblest of human tradition and traits. They are a storyteller, who has mastered the art of taking any tool at their disposal and using it them to create something never before seen. When taking this discipline, characters are allowed to korabo any type of jutsu with another, as opposed to the normal limitations of korabo. This leaves it possible to create things anything from imagination, such as a genjutsu that heals others and many other combinations. This ability is done for a single activation by paying the chakra cost for both abilities. The only restriction is that the korabo must be incorporated as part of the user's performance, not just used during it. An example of this would be using the explosion from katon jutsu as a firework. In addition, the user also gains access to the following song technique. The cooldown for this korabo is once every three posts.
Second Class: Medical → Combat Medic: Shinobi of this discipline gain the ability to pay for their simple taijutsu as complex. This does not alter its strength in collisions in any way from a standard simple technique. The user's body is more attuned to adrenaline, which allows them to receive a benefit from their techniques which use them every other post versus every three post. In addition, the user gains a 1 point increase in a chosen stat per body rank but must utilize all increases in the same stat. The user's body is treated with the durability of medium armor without any drawbacks. The shinobi gains three tai slots, one at D rank, one at C rank, and then one at A-ranked. Finally, the user is able to augment their Genesis Rebirth Technique. Not only does this discipline allow the user to utilize the technique twice, but each time the user is restored of 250 chakra. The user also deals with trauma they receive at one rank less than other ninja.
▱▰▱ Performer – Medical: → The user's techniques cast through the user's performance can be altered, just slightly, with Iryojutsu. This does not make them medical techniques but does allow them now apply tenketsu burnout on successful contact at the following rate: E = [1], D = [2], C = [4], B = [8], A = [16], S = [32], S+ = [64]. This effect may only apply to one jutsu per post, but does carry through when korabo'd with other jutsu. Iryojutsu may now also be upkept even if it did not have a duration before. The limitations of this follow the same rules as song technique.
Endgame Class: Ninjutsu → Elemental Mastery: The user's ninjutsu gains the ability to overwhelm techniques of the same rank. The overwhelming trait only applies to a single element at D rank, increasing to two at A rank. Overwhelming properties do not apply to techniques above S Rank. In addition, each rank that you gain an overwhelming property the user gains a free Element PA that allows the user to augment their ninjutsu that gained the property with an additional effect for no resource or action payment, allowing the user's ninjutsu to shine. You gain an additional 4 Ninjutsu per body rank that are dedicated to their primary element. Also, the user gains access to Augment Skill Lines for the cost of it's primary technique slot and is not required to pay additional slots for skills in this line. Finally, the user's two chosen overwhelming elements can be combined into [1] advanced nature kekkei genkai that counts as a free implant. This implant does not consume an implant slot but does have the restrictions of the implant system. The implant does not carry the overwhelming factor of its base elements through this discipline. This discipline cannot be taken with the Dual Ancestry discipline from Bloodline Class. (Suiton & Katon overwhelming; boil)

Kai poured the sugar pills onto the ground, stomping on the blue capsules until he was looking at a pile of sugar. He pocketed the orange pill bottle and stuffed his hands in his pockets. He had escaped the prison of his desk in the PD for a lunch break, but he had to investigate when he overheard the third person this week complain about their medicine's sudden inefficacy. It paid, apparently, to favor a sandwich shop just beside a pharmacy. He had found dozens of sugar-pill bottles, though the pharmacist's willingness to share the goods without a warrant was, perhaps, a little worrying of its own. He hadn't even flashed a badge, and neither his medical reputation nor his position as chief were far-reaching enough for that to have contributed. It was negligence, but he would have to work on that later.

In twelve out of twelve sugar pill bottles, the sugar pill replaced some kind of opioid. Opioids were the most dangerous drug, and not just because of how they claimed Taurin's life. "Kai is in control," he muttered under his breath. He was okay with Taurin's loss. He was okay to deal with toxins and medicine. He was okay. He took a breath. "If only three pharmacists work here, but it's overseen by the hospital, we'll have to see if the medicine gets lost there. If it's still good there, then it's the transport that's swapping them out. But if the hospital is getting dirty pills... geez." He worked it out under his breath, hands aching at just the thought of writing any of his notes down. He was so exhausted from paperwork; his hands were going to fall off if he had to write one more report. No, he was going to see this one through on his own.

No, not on his own. This could tie into the ninja leaving codes out on the outskirts of patrol. He should reach out. It took a little work, but he found one of the bats that he was certain the Oinin used for communication. The alternative was that he was losing his mind and speaking to some random bat, but the location in a different alley seemed too strategic to be a natural animal. It received too much day-traffic for the average nocturnal creature to want to sleep here. "Hey," he stage-whispered to the bat, hoping he wasn't a lunatic. "Tell Miss Piercings that I've got a potential lead on her outskirts case. I'm gonna go investigate at the hospital. She doesn't have to meet me there or anything; I just wanted to keep her updated. I've got a gut feeling that this might, uh, be a symptom of corruption." He didn't share that drug paraphernalia was the most common piece of missing evidence. It didn't feel like something he could speak aloud, at least not to a potentially normal bat.

Not releasing all of the windmill shuriken's blades, leaving all four stacked under one blade, the user grips the center ring and wields the shuriken like a sword or knife. This isn't an ideal use for a projectile, but the size and durability of these shuriken permit the substitution of windmill shurikens solely in this form (not with all blades spread out) to be utilized for most sword or knife styles.

Utilizing the windmill shuriken with all of its blades in the stacked 'first' position, the user swings the shuriken in front of them.

Stage Two

▰ Scissor Blades | Rank X | Simple
Unleashing only the second blade, the windmill shuriken is jabbed at the opponent with the intent of pinching them or a targeted object like their weapon between the blades in a scissor-like manner. The user can flick their wrist to try and close the blades together back to the first position to cut the opponent or trap the weapon.

▰ Boomerang Throw | Rank X | Simple
The user unleashes all blades and throws the shuriken outwards. The blade may miss the opponent the first time but returns to the user unless the shuriken is attacked or disrupted itself. At B-rank usage and above, this technique acts as if used with [2] more speed for collision.

Stage Three

▰ Windmill Creation | Rank C-S+ | Spiritual
This technique is similar to the maruton tool creation except it solely creates windmill shurikens. Due to its specialty in this area, weapons crafted this way may inflict T1 trauma in addition to its normal status effects (if applicable) or may inflict one tier higher trauma up to T4 if the technique in question innately inflicts trauma. As a spiritual technique, these shurikens can withstand being used in simple techniques two ranks above or complex techniques one rank above. Simple techniques used with these spiritual windmills are treated as complex for collision.

When blocked, the windmill shuriken always returns to the user unless otherwise stated when it is thrown. If dodged, it always returns. If attacked or disrupted otherwise, the shuriken does not return.

Stage Four

The windmill is thrown at the opponent; an elemental chakra copy of the weapon follows five feet behind the first. If the first weapon is blocked, the second follows and, while still blocked by the first attack if the block was used at the rank of this technique, the second still inflicts status as appropriate [E-C/B-S+].

This technique augments any technique where the windmill shuriken is thrown. A copy follows it (not adding an additional copy to a technique that already includes one) but turns into a clone of Kai within five feet of the opponent. The cost of this technique is equivalent to the clone technique chosen. For collision purposes, like all augments, the cost of this technique must be added to the augmented one for defending but does not require any additional activation to deal with.

Stage Five

Throwing the shuriken with a long-armed swing, the shuriken inflicts blowback by [25] feet even if blocked (unless shield is unattached to the user, in which case the shuriken simply returns to the user).

▰ Fiercest Blades | Rank X | Augment
Allows the windmill shuriken to be augmented by a chakra type of the user's choosing for its cost but no activation, or a poison for no cost and a supplementary activation.

Stage Six

▰ Pinball Toss | Rank S-S+ | Complex
Throwing the shuriken after unevenly applying chakra to it, the user enables the shuriken to change direction as pre-determined by the time they toss it. The shuriken moves unpredictably (by the opponent's perspective) and negates the enemy's agility stat as such. This technique can be extended by two more posts by paying two ranks below its cost for upkeep [the windmill shuriken can still be attacked/disrupted directly which stops its movement].

▰ Yo-Yo Toss | Rank B-S+ | Complex
Using string or chakra strings (created solely for this technique and razor thin, not to be mistaken with puppeteer strings), the user throws the blade and is able to continue redirecting it and attacking the opponent with it by paying two ranks below of upkeep.

These teams took down the kemono shinzo assassination organization, the Oni brewsters for trafficking, the herbal blends for trafficking, and the trafficking mastermind himself, Hiroshi Miyamoto, the ex-Captain of the APD.

Immediately after dismantling these different legs of the operation, Oinin and ANBU teams together had been dispatched to disperse known trafficking spots from the intel we gathered. There are many more that we do not know about. Hundreds of trafficked victims have been returned to Arashigakure and are now working to be re-integrated into society. Some of these people have been out of the village for months, others just a week. A few have been gone for years, that we are still working on tracking down.

As this occurs, there are many obstacles in the dust trying to settle. For one thing, some trafficked victims are resentful and angry, and want to dismantle the APD. Others have succumbed to their rage and just want to dismantle the village, and shinobi altogether. Others still desire to become beacons of hope or vigilantes or active officers of the law who hunt down other trafficking rings. In addition, many civilians are hurt and relieved to see their loved ones returned, but feel distrustful of shinobi for letting this happen or for having valuable kekkai genkai that made them targets. Parents are pulling their kids out of the academy; whole clans are pressuring their children to hide their clan or bloodline skills. Finally, it is impossible for everyone to trust the APD. How can that trust be regained, or will the APD will rendered into dust alongside the corrupted system it held?
