If you keep getting this error message, just do the following
1. Hit home
2. Go to Other Settings
3. Click Profile and then Region Settings
4. Change your current region to any region
5. Follow the directions(you may have to put in tax info and stuff) then once you're completely done go back to home menu.
6. Go to E Shop, you will have to do that same thing in 5 (tax info and stuff) then once you are IN the E Shop, hit home and repeat steps 1-5 again but change your region back to where you actually live.
7. (after doing 1-5 again) go back into the E Shop and yes put everything back to where you had it before, then once you are in the E Shop again, try to make your purchase, if you did everything correct, you should be back to normal, and you can complete purchases again.
