I'm scratching my head as to why the previous owner couldn't ditch their dog in a more traditional, less psychotic way.
Or like, take it to a shelter.

Well, I rather think one needs a sense of morality in order to have an ability to be cruel. If an unthinking animal crushes another to death for no particular reason, it is not cruelty but simply a lack of awareness of it's surroundings. Similarly, a human totally lacking compassion, such as certain forms of retardation and aspbergers, can do things that to a normal human being
Cruelty requires that you know what you are doing is wrong but you do not care. For example, when I expound on semantics and disregard the thrust of the discussion, such as animal cruelty; I am being mildly cruel in that I am aware that this pedantic examination of the thread's title is an inappropriate response that might upset people, but I do not care.
Therefore, it is arguably necessary to be human in order to be cruel.
