Maybe a bit of backstory?
A bit about the main character(s) that we're following?
Something needs to keep the main character's path just, something in his past, or his personality type.
And what connection does he have to the police force exactly? is he the new guy who wants to prove his sense of justice? (as the most likely to get the best writing) And what about whoever his partner is? Most police officers have a primary partner,
What about the rest of the police force? what are they doing about the Biomen that are running around causing crimes? They'd obviously want to try and solve the problem as well. Is that something that the higher ups know but aren't telling the rest? Is the police force investigative team part of the company and creating false information?
There's also questions about these Biomen. do they look human with inhuman ability? Are they human with inhuman ability and wear suits like say, the Bat, Spider, and the two Snakes from Kamen Rider The First?
Are they a mix? Would some be genetic alterations and look inhuman, some be cybernetic alterations and look human (or even robotic?)
Would there be a defining theme that the Biomen share? such as how most kamen rider kaijin are? How would we differentiate a Commander Bioman from a regular one?

ok for back story for the main character his dad/or brother/or sister (cause who says we have to follow the rules to a T) was a early member of the WRPF(stands for World Rider Police Force we can work on that latter) and we make like 2 or 3 years in the past when they are sent out on a mission to a jungle where the company just so happen to place they're first Bioman test but at this point in time the higher ups in the police don't know about the testing yet they just got a single from a small jungle village for help so they send a squad of riders to go and the dad/brother/sister is part of but at this point in time the company can't seem to limit the power of the bioman and it's to strong and destroying everything because they haven't work out how to keeps the human mind from going mad from the proses but to make the story a little shorter the dad or bother or sister dies and take the bioman with them and that makes it where the police force find nothing of the bioman but they find whats left of the squad they tell the rest of the family that they died and our main character makes a promise to become as strong as them one day so that no one has to go through what him and his family did so fast forward 2 or 3 years 18 or 19 birthday and he tries to join the police force.
