Imagine my surprise and excitement to open a Fires of Outland pack and find a Spectral Tiger card. Now imagine my dismay to see that it wasn't a loot card and had no scratch-off strip. What the f*ck?
Nowhere on the card did it say it was a loot card. Are there normal versions of the loot cards, or do they just stop making them as loot cards when a new set comes out?

There are both Loot versions and non-loot versions of the cards. You have to be really careful when purchasing them on ebay or any other website. I personally have only got the flame tabard Loot card and the Paper Airplane Loot card from actual booster packs. I have purchased UDE points parts to get the frost tabbard, I have purchased the hippogryph pet loot card as well as the turtle mount loot card and my final recent purchase was the picnic basket loot card. I researched the sellers on ebay before making my purchase so i felt safe.
But I to received a hippogryph non-loot card in the booster packs I purchased at a local store and was disappointed it was not a loot card. So yes there are non-loot versions out there and it sucks when you get one of thsoe instead of the Loot Card but there in lies the market, the chance, and rarity of each card.

I pulled the loot Spectral Tiger out of a Feast of Winter Veil box. I thought the tiger was overrated and it didnt look good with any of my MMO characters, so I sold it for 750 bucks.
Sidenote: Im more interested in Saltwater Snapjaw loot.

That's weird, why would they make non-loot versions of the cards?

My only thought on that subject is that the non-loot versions will make having a playset of the cards an easier goal to accomplish.
Or maybe they just get a perverse pleasure in making players cry (Has non-loot versions of Latro and the hippogriff, but yet to nab a loot of any variety.)

Why dont they make actually usable loots? So far the most usable are Saltwater Snapjaw and Robotic Homing Chicken, but neither are spectacular.
