well its hard to tell because I have never seen pein fight (cause I can no longer load the manga emo ) but if pein is good enough to form the akutsuki and keep all of its dangerous members under control and itachi is just one of the those members, I'm gonna have to go with pein being stronger

... hmm i wonder, the leader of akutsuki who even killed jiraiya easily or a simple member of akutsuki whom has trouble even standing up to jiraiya
oh and by the way, his name isn't pein, it's Pain, based off of the way he carries everyones pain, i even checked his name in an untranslated manga and i am 100% sure that it's Pain

Well, Pain is akatsuki leader and Itachi is only a subordinate, so I would think that Pain would win because usually the leader is always the strongest.
