Well, it looks like you get plenty of sweets and sandwhiches included in the package, so I would say the price is about what it should be.

The price sounds about right/average. Afternoon tea can range anywhere from $10 to $35 depending on the place, the area it's in, the size of the food, the amount of food, etc.
However...if you're looking into making this a meal...it usually won't do if the sandwiches served are small or the desert is small.
Two finger sandwiches are usually equal to one half of a regular sandwich. I'd visit the place before hand just to scope it out and see if you want to buy an afternoon tea or do your teas a la carte. ;]
