Hate when that happens, but yeah thats all I think you can do too, maybe give them gifts and stuff maybe, I'm not sure.

Yeah, I've been told that holding onto a letter written to them will prevent them from leaving. Didn't work. I still have that letter for Chow and Kid Cat.. I've also written letters to leaving villagers; I'm not sure but I received a letter from them with the gift and they had already left (the goodbye letter to follow). So.. Yeah.. Not sure there's much else you can do once they have all their stuff boxed up. :/ Keep talking..

To prevent a character from leaving your town, talk to them multiple times telling them to stay.
My rule of thumb is to talk to them until they have said at least 3 times that they will "think it over", "decide tomorrow", "feel loved" or something that shows that they have changed their mind.
I can't remember the words exactly, but here are some phrases the characters will say when they have changed their mind:
Males
Cranky nature:
"You were the only one who tried to stop me. Maybe I'll stay."
"Alright. But from now on you'll have to show me strong displays of affection!"
Sport-loving nature:
"Oh no! I lost my passport! Now I can't leave!"
Lazy nature:
n/a
Sorry, I can't remember anything right now. gonk
Females
Cute personality:
n/a can't remember what they said here either gonk
Normal:
"But what am I supposed to do about the traveling costs?"
"Ok, if you say so I'll stay!"
Snooty:
"What? Do you really like me that much?" [Answer YES] "Aww (character blushes), I didn't know you liked me so."
