I know it's a mute point right now, but to answer your question: Yes.
The step down from HD/level is actually .5 points. Which would mean that every two levels, you would receive 1 point, allowing you to earn 4 skill points.
Therefore, reducing the HD by one step would give you 2 extra skill points a level.

It doesn't matter anymore, I don't need the skill points, I've got all the skills I need.

But that doesn't change the fact that you're so slow it's rediculous. sweatdrop At least Keetch, my bat-anthro, has a half-decent fly speed.

Improved Speed +10' (Druidic Avenger, same as a Barbarian)
Unarmored Speed +10' (Lost the armor pro.s)
Now it's 48'! 58 with the longstrider spell <.<...
Too fast for a Toad?
