The colors don't match and it looks a bit thrown together. I say get rid of the tattoos and get some shoes.
Especially under the full Moonlight...

Not bad, looks a bit crowded around the head though, I guess it needs a bit of fine tuning.

The tattoos are a traditional Celtic symbol of the Picts, they use to dye their skin blue with Woad paint or just draw in designs. Have you ever seen Braveheart?

Well, I think the enormous clover on your head detracts from the look, and reminds me of a palm tree. You might also consider simplifying the face. Having both the dominate blue tattoo and the heavy brows makes it cluttered. And you might just want to change the hair to red, because when people think Irish/Scottish/Celtic, they think "red hair!" Oh, and the violin covers some of the lovely Pict tattoos.
