Ok First you have to be in chapter 12ish i belive is when it pops up. you should notice that there is a request by flonne to summon laharl (if you are a senator ofocurse) and if you can manage to fill her request you will more than likely get your a** kicked unless your higher leveld
i have figured out a simple solution to this problem if you want them bad enough ok
1. go to dallos river- red waterfall
2.kill all but one of the enemies
3.then back off enough to were he wont chase you
4.let him lvl up to half the level of your highest charecter in the portal and thro him on in
5. repeat untill you neko is high enough then go kill laharls a** and get flonne
6.then go to dark assembly and do the summon laharl again and then kick laharls a** again and get him permanently(unless you do clear data and restart)

if you wanna go THAT route, why not just keep a few of the nekos there, then stack their levels by throwing them on one another.
Also i had to work my way up. it was a lot mroe rewarding, now that Adell is level 27XX. now i've got problems with pirates though xDDD 9999 stacked or 10% leveld dont stand a chance -.-;

ya that way is more rewarding BUT this wasnt a "get laharl and flonne the rewarding way" post this was a "get laharl and flonne at a low lvl" post
